There are many alternatives to Bilingual Education such as submersion, english as a second language (ESL), structured immersion, and two-way bilingual immersion. In these cases, however, the successful person got plenty of comprehensible input in the second language, and in many cases had a de facto bilingual education program. That corrective action plan was replaced in 2014 by a Memorandum of Understanding between NYC Schools Chancellor Carmen Fariña and then-NY State Education Commissioner John King that put pressure on the city to improve outcomes for its EL students.
Krashen put his theory into practice with the creation of the natural approach and the gradual exit model, which are based on a second tenet of bilingual education-the concept of comprehensible input. The law resulting from the ballot initiative makes an exception for programs that teach in two languages — but only if they serve native English speakers.
