TESOL’s ESL in Bilingual Education Interest Section (BEIS) supports and promotes primary language literacy as fundamental to the acquisition of English as a second or foreign language. Most certificate programs are credit-bearing, and many are eligible for federal financial aid for students who qualify. In the dual language cohorts, there is an ESL teacher who coteaches with the bilingual teacher. But their study has larger potential implications, given the recent enactment of the Every Student Succeeds Act (ESSA).
